Do I need a noise impact assessment?

A noise impact assessment is a supporting planning document that quantifies existing noise levels at a site, predicts the noise environment for future occupants (or nearby existing occupants), and specifies any mitigation required to demonstrate the development will not cause significant harm to health or amenity.

Under NPPF paragraph 191, planning decisions must avoid noise giving rise to significant adverse impacts on health and quality of life, and mitigate any adverse effects on health and quality of life. In practice, this means most planning applications for residential development near a noise source — or for a new noise source near residential — will require a noise impact assessment before validation or approval.

The assessment is normally required at the planning submission stage. Where a local planning authority attaches a noise-related planning condition to an approved application, the assessment can also be needed after consent, in order to discharge the condition before construction begins.

Commonly required for

Which noise assessment method does my project need?

Different projects call for different standards. Most planning submissions use one or a combination of the three main frameworks below. We confirm the appropriate methodology as part of the initial quotation.

Industrial & commercial noise

Rating & assessing sound of an industrial or commercial nature

BS 4142 is used when a specific noise source — factory plant, air source heat pump, chiller, delivery yard, kitchen extract, industrial process — could affect nearby residential receptors. The assessment compares a rating level of the source (measured or predicted, with penalties for tonality, impulsivity or intermittency) against the background sound level to determine likely impact.

The greater the difference above background, the greater the impact. A rating +10 dB above background typically indicates a significant adverse impact; +5 dB an adverse impact; and around background a low impact.

Internal noise levels
BS 8233:2014
Guidance on sound insulation and noise reduction for buildings

BS 8233 sets internal ambient noise level targets for buildings — the levels occupants should experience inside habitable rooms with windows closed. Typical targets are 35 dB LAeq,16h in living rooms and 30 dB LAeq,8h in bedrooms, plus 45 dB LAFmax for individual noise events at night.

Achieved by specifying glazing, ventilation and facade construction to attenuate external noise down to the target internal level. Also gives guidance on desirable external noise levels in gardens and shared amenity space (typically 50–55 dB LAeq).

Professional Practice Guidance — new residential development, 2017

ProPG is the industry-preferred framework for assessing new residential development exposed to transportation noise (road, rail, aircraft). It structures the work in two stages: an initial noise risk assessment classifying the site as negligible / low / medium / high risk, followed by a full acoustic design statement covering internal levels, external amenity, ventilation strategy and mitigation.

Increasingly the default framework used by LPAs and appeal inspectors for residential planning submissions — a well-structured ProPG report is often the difference between a smooth validation and repeated requests for further information.

Your site’s noise category shapes the assessment.

ProPG classifies sites by the free-field external noise exposure at the site facade. The classification determines the depth of assessment expected and the level of mitigation the design will need to demonstrate.

The categories are not pass/fail — they set the expectation for how much acoustic justification a planning submission needs. High-risk sites can still gain consent, provided the ProPG acoustic design statement demonstrates that internal levels, external amenity, and ventilation strategy are properly addressed.

When should I get a noise impact assessment?

The strongest planning submissions treat noise as a design driver, not a compliance afterthought. Decisions around building orientation, room layout, facade construction, glazing specification, and ventilation strategy are all shaped by the site’s noise environment — and they are all much cheaper to influence at RIBA Stage 2 than at Stage 4.

Getting the noise impact assessment underway before the planning drawings are finalised means the mitigation package can be baked into the design, rather than bolted on later as a condition-discharge exercise. It also avoids the risk of a planning refusal on noise grounds — a costly outcome that a well-timed assessment can prevent.

Site layout & orientation
Locating living rooms and bedrooms away from the noise-exposed facade, and using non-habitable rooms (bathrooms, kitchens, circulation) as an acoustic buffer, can resolve a large part of the mitigation requirement.
Glazing specification
Sound reduction (Rw) values of glazing units are the primary lever for facade acoustic performance. Standard 4-16-4 double glazing gives around Rw 30 dB; acoustic laminated units can achieve 40+ dB.
Ventilation strategy
Where windows must remain closed to meet internal noise targets, alternative ventilation is required — acoustic trickle vents, PIV, or full MVHR. Ventilation strategy needs to be decided alongside the acoustic strategy, not after.
Facade construction
Wall build-ups, roof construction, and infill panels between glazing all contribute to the overall facade acoustic performance. Lightweight cladding systems typically need additional mass or resilient layers on high-risk sites.
Acoustic screening & bunding
Fences, walls, and landscape bunding placed between the noise source and the receptors can attenuate line-of-sight transmission. Most effective for ground-floor receivers and external amenity areas.
External amenity design
BS 8233 recommends noise levels around 50 dB in gardens and shared amenity areas — 55 dB where lower levels are not practicable. Sheltered courtyards, wing walls, and elevated podium space can all achieve this.

How does the noise impact assessment process work?

Most planning submissions follow the four-stage process below. Timing depends on site accessibility, planning deadline, and whether an on-site survey is required — we agree the programme up front so everyone knows what to expect.

Initial risk screening & scope

Baseline noise survey
On-site attended and unattended sound level measurements — typically 24 hours to capture day, evening, and night periods. Class 1 sound level meters calibrated to current standards, with weather and traffic-flow data logged alongside.

Assessment & modelling
Survey data is used to characterise the noise environment and, where required, calibrate a predictive noise model. Facade levels, internal levels with proposed glazing, and external amenity levels are all quantified against BS 8233, ProPG, and BS 4142 criteria.

Report & mitigation specification
Full assessment report suitable for planning submission or condition discharge. Where mitigation is required, we specify the glazing Rw values, ventilation strategy, and any external mitigation for each affected facade or room.

What if the assessment shows a significant noise impact?

A significant adverse impact finding is not a refusal — it is a specification. The role of the assessment is to identify precisely where the mitigation needs to sit so that the development can be delivered without harm to health or amenity.

Because the assessment quantifies noise at individual facades and rooms, mitigation can be targeted where it is actually needed rather than applied uniformly across the whole building. A single road-facing facade may need upgraded glazing and mechanical ventilation, while the courtyard-facing facades of the same building need no mitigation at all.

We include one round of mitigation specification and reassessment within our standard fee. Where the site is genuinely challenging, we advise on the trade-offs between different mitigation packages before design decisions are locked in.

Upgraded glazing specification
Acoustic laminated units, wider cavities, or triple glazing to achieve Rw 35–45 dB where standard units cannot meet internal noise targets. The single most common form of mitigation.
Alternative ventilation strategy
Where habitable rooms need to meet internal levels with windows closed, mechanical ventilation (MVHR, PIV, or acoustic trickle vents) provides fresh air without compromising the acoustic performance of the facade.
Room-layout and orientation changes
Relocating bedrooms and living rooms to the quieter facades of a building, or using non-habitable rooms as acoustic buffers, can resolve marginal exceedances without any facade upgrade at all.
Acoustic barriers & bunding
Solid boundary treatments, close-boarded fences with acoustic mass, or landscape bunding placed between source and receiver can reduce noise at ground-floor windows and in external amenity areas by 5–10 dB.
Source control (BS 4142 cases)
Where a specific commercial source is causing the impact, mitigation at the source — silencers on plant, attenuators on extract systems, enclosures for compressors, or restricted operating hours — is often more cost-effective than receptor-side treatment.

Common questions about noise impact assessments.

A noise impact assessment is typically required when a planning application involves either introducing a noise-sensitive use (residential, care home, school) into an area with existing noise sources, or introducing a new noise source (commercial plant, entertainment venue, industrial premises) near existing residential receptors. It may be required by a specific planning condition, by local plan policy, or as a standard supporting document under NPPF paragraph 191.

Councils commonly ask for one before validating an application for change-of-use to residential, for new dwellings within 300m of a main road, or for commercial premises with external plant.

BS 4142:2014+A1:2019 assesses industrial or commercial sound (plant, machinery, deliveries) affecting nearby residential receptors — by comparing a rating level against the background sound level.

BS 8233:2014 defines target internal ambient noise levels inside habitable rooms and target external levels for amenity spaces — the acceptance criteria a facade or ventilation strategy needs to meet.

ProPG (2017) is the industry framework specifically for assessing new residential development exposed to transportation noise — it structures the work into an initial noise risk assessment followed by a full acoustic design statement.

Most planning submissions take 2–3 weeks in total: 3–5 working days to arrange and complete an on-site baseline noise survey (usually 24 hours of unattended measurement to capture day, evening and night periods), 5–7 working days for data analysis, predictive modelling, and report writing, and any additional time for iterative mitigation design if significant impact is identified.

Where planning deadlines are tight, we can provide an initial noise risk screening based on desktop review within 48 hours so you know whether a full assessment will be required.

For most planning submissions, an on-site baseline noise survey is required — measured data is much more defensible than modelled or predicted data alone, and local planning authorities typically require it.

Desktop-only assessments may be acceptable for very early feasibility studies, small-scale applications where noise risk is clearly low, or where robust noise contour data already exists (for example, DEFRA strategic noise maps for major roads and railways). We advise on the appropriate approach at the initial enquiry stage.

A significant impact finding does not mean the development cannot proceed — it means mitigation is required to bring noise levels within acceptable limits. Common mitigation includes upgraded glazing specifications, acoustic trickle vents or mechanical ventilation to allow windows to remain closed, orientation of habitable rooms away from the noise source, provision of acoustic barriers or bunding, and layout changes to protect external amenity areas.

The assessment report specifies exactly what mitigation is required for each affected room or facade, giving the design team a clear specification to work to.

They are separate stages of the acoustic design and compliance process. A noise impact assessment is carried out at the planning stage to assess external environmental noise (traffic, industrial, commercial) affecting the site and to specify design mitigation. Sound insulation testing under Approved Document E is carried out at the as-built stage to verify that internal separating walls and floors between dwellings achieve the required airborne and impact sound insulation values.

Both may be needed on the same project — the noise impact assessment shapes the facade design, while sound insulation testing verifies the internal party constructions.
