SAP calculations Birmingham West Midlands

Birmingham and the wider West Midlands represent one of the most active development markets in the UK. Seven metropolitan boroughs — Birmingham, Solihull, Coventry, Wolverhampton, Dudley, Walsall, and Sandwell — each operate their own Local Plans alongside the Birmingham Development Plan 2031, with sustainability and energy policies that vary subtly between them. We work with all seven on a regular basis. Build Envelope is OCDEA-accredited (EES/030713) and based one hour from central Birmingham.

SAP (Standard Assessment Procedure) is the government-approved method for calculating the energy performance of new build dwellings. It is required at Design Stage to demonstrate compliance with Part L of the Building Regulations, and again at As-Built stage before an EPC can be issued and Building Control sign-off achieved.

The Birmingham Development Plan, the City's Net Zero by 2030 commitment, and the emerging Birmingham Plan 2042 set particularly ambitious sustainability standards for new residential development. Solihull's Local Plan and Coventry's Local Plan 2017 contain similar policy thresholds. We understand what each West Midlands LPA expects in submitted documentation.

Whether you are submitting outline planning, reserved matters, or seeking a fully accredited SAP and EPC, we deliver in 3-5 working days. Need it faster? Tell us — we routinely accommodate urgent turnarounds across the West Midlands.

Part L 2021 compliance

DER ≤ TER
Dwelling Emissions Rate must be lower or equal to Target Emissions Rate — Part L 2021, England
Birmingham's Net Zero policy bar. The Birmingham Development Plan and emerging Birmingham Plan 2042 push beyond Part L for major residential schemes — we model your specification against both Part L and BCC policy targets.
EPC ratings: A (92+), B (81-91), C (69-80). Most West Midlands new builds need to achieve a B or higher to satisfy Part L; certain LPA conditions require A.

From drawings to EPC certificate.

A typical SAP assessment is delivered in 3-5 working days from receipt of complete drawings and specification.

01
Information gathering
We send a project information pack — drawings, U-values, glazing, heating, ventilation, and renewables. The more accurate the inputs, the more reliable the result.
02
Design Stage SAP
We model the dwelling against Part L 2021 and any applicable West Midlands LPA policy. If the spec doesn't pass, we identify the cheapest changes to get DER ≤ TER without rebuilding the design.
03
Build & test
On site, your specs must match the SAP inputs. We coordinate the air tightness test result and any specification changes before generating the As-Built SAP.
04
EPC & sign-off
Final SAP run produces the EPC. We lodge directly to the EPC register and provide all documentation required by West Midlands Building Control teams.

Information that speeds up your SAP — and reduces revisions.

The fastest SAP turnarounds happen when we receive a complete information pack up front: drawings, construction U-values, glazing schedule, heating system, ventilation strategy, and any renewables. Inputs that match the as-built reality reduce the number of revisions late in the project.

If you don't have everything yet, send what you have. We can run the Design Stage SAP using sensible assumptions based on Part L 2021 notional values and your previous projects, then refine when the missing information lands — this is often the right approach when a planning deadline is tighter than the design programme.

Birmingham planning conditions frequently require a Design Stage SAP at submission — especially under the Birmingham Development Plan and Solihull's Local Plan, where energy and sustainability conditions are routinely attached to major residential consents. Get in touch early and we will work back from your submission date.

Project information checklist

Architectural drawings Plans, sections, elevations and a site plan — PDF or CAD — sufficient to extract dimensions and orientation.
Construction U-values Wall, floor, roof and party-wall build-ups. Not sure? Send the construction notes — we can calculate them.
Window & door schedule Glazing U-value, g-value, frame factor, and any rooflights. Manufacturer data sheets are ideal.
Heating system Heat source (boiler/ASHP/direct electric), efficiency, and emitter type — plus hot water storage and controls.
Ventilation strategy Natural / continuous mechanical extract / MVHR — with manufacturer model where specified.
Renewables (PV/ASHP/etc.) kWp, orientation, and overshading information for any photovoltaic or solar thermal arrays.

Common questions about SAP calculations in Birmingham & the West Midlands.

From £95+VAT for a single dwelling, with multi-unit pricing on application. The fee includes Design Stage SAP, As-Built SAP, EPC lodgement, and reasonable revisions during the project.

Multi-plot developments and apartment blocks attract per-unit pricing that reduces with scheme size. We quote within one working day of receiving your drawings.

3-5 working days from receipt of complete information (drawings, U-values, glazing, heating, ventilation, renewables). Urgent turnarounds are available across the West Midlands — tell us your deadline and we will accommodate where possible.

Major residential applications under the Birmingham Development Plan typically require a Design Stage SAP or Energy Statement at submission. Solihull, Coventry, Wolverhampton, Dudley, Walsall, and Sandwell have similar requirements for major residential schemes.

We deliver to each LPA's expected format — check the planning condition wording or send it to us and we will confirm what is needed.

We identify the lowest-cost specification changes to bring DER ≤ TER — typically tweaks to U-values, glazing ratios, heating efficiency or renewables.

We rerun the SAP at no extra cost when changes are made within the same project, so you can iterate the specification with the architect and contractor without rack-up of fees.

Yes — Birmingham, Solihull, Coventry, Wolverhampton, Dudley, Walsall, Sandwell, plus Sutton Coldfield, Tamworth, and surrounding areas. SAP is a desk-based exercise, so coverage is unconstrained by travel.

SAP, EPC, air tightness, sound insulation, ventilation, overheating — all under one team. Most West Midlands developments use us for the full scope, which removes coordination risk between separate consultants and keeps reporting consistent across Building Control submissions.

The Birmingham Development Plan and emerging Birmingham Plan 2042 push beyond Part L for major residential schemes. We model your spec against both Part L and BCC's policy thresholds so the scheme passes both Building Control and planning.
