SAP calculations Bristol Somerset

Bristol and the wider South West are one of the UK's fastest-growing residential development markets. Four core LPAs — Bristol City, Bath & North East Somerset, South Gloucestershire, and North Somerset — operate ambitious sustainability policies, and the Bristol One City Plan sets a city-wide carbon-neutral target. We work with all four on a regular basis. Build Envelope is OCDEA-accredited (EES/030713) and accessible to Bristol via the M5.

SAP (Standard Assessment Procedure) is the government-approved method for calculating the energy performance of new build dwellings. It is required at Design Stage to demonstrate compliance with Part L, and again at As-Built stage before an EPC can be issued.

Bristol's Climate Emergency commitment, B&NES sustainability policy in the Bath World Heritage Site, South Gloucestershire's Core Strategy, and North Somerset's Local Plan all set energy performance bars that often go beyond Part L baseline. We understand what each LPA's planning officers expect to see in submitted documentation.

Whether you are submitting outline planning, reserved matters, or seeking a fully accredited SAP and EPC, we deliver in 3-5 working days. Urgent turnarounds available — call us.

Part L 2021 compliance

DER ≤ TER
Dwelling Emissions Rate must be lower or equal to Target Emissions Rate — Part L 2021, England
Bristol One City Plan. Bristol's Climate Emergency commitments target net zero by 2030. Major residential schemes are increasingly being asked to demonstrate above-Part L performance at planning stage.
EPC ratings: A (92+), B (81-91), C (69-80). Most South West new builds need to achieve a B or higher.

How we deliver your SAP and EPC.

SAP is desk-based, so we can work in parallel with your design team from anywhere. Most projects are turned around in 3-5 working days from receipt of drawings.

01
Drawings & spec review
Send us your floor plans, elevations, sections, and any specification information you have. We confirm scope, dwelling count, and turnaround on the same day — with a fixed fee quote.
02
Design Stage SAP
We model each dwelling in approved SAP 10.2 software (Elmhurst), testing the proposed specification against Part L 2021 and any applicable Bristol or Somerset LPA policy. If anything fails, we flag the lowest-cost route to compliance.
03
Compliance & sign-off
You receive the Design Stage SAP report, BRUKL document, and Predicted Energy Assessment for Building Control and planning submission. Suitable for inclusion in your validation pack.
04
As-Built SAP & EPC
Once the air test is complete and final specifications are confirmed, we issue the As-Built SAP and lodge the EPC. Both documents are required by Bristol or Somerset Building Control teams before completion sign-off.

A complete SAP starts with the right inputs.

The faster we receive a complete information pack, the faster we can issue your SAP. Most delays in turnaround come from incomplete drawings, missing build-up specifications, or unconfirmed services details — all easy fixes once you know what we need.

For Design Stage SAP, dimensioned floor plans, elevations and sections are usually enough to start. We will follow up by email if anything is missing or unclear. Where required, we can model multiple specification options — for example, gas vs heat pump, or different glazing U-values — so you can choose the route that works for the project budget.

If your scheme is subject to specific South West or Bristol planning conditions — for example, an energy strategy under Bristol One City Plan, B&NES sustainability policy, or a South Gloucestershire planning condition requiring net zero ready or carbon offset — flag this early so we can structure the SAP and supporting documents to address them in one go.

Information checklist

Dimensioned floor plans Each floor at scale, showing room layouts, openings, and any heated/unheated zones.
Elevations & sections For glazing area calculations, ceiling heights, and orientation.
Construction build-ups (if known) Wall, roof, floor and glazing specifications — otherwise we'll model standard performance assumptions.
Heating & hot water strategy Boiler / heat pump model, hot water cylinder, controls, and any renewables (solar PV, MVHR).
Site address & orientation For solar gain calculations and to confirm the applicable LPA.
Planning conditions (if any) Forward any LPA conditions or pre-app feedback — particularly anything mentioning energy performance or sustainability.

Common questions about SAP calculations in Bristol & Somerset.

Pricing starts from £95+VAT per dwelling for SAP calculations and EPCs across Bristol, Bath, South Gloucestershire and North Somerset. SAP is a desk-based service so there are no travel charges — whether your site is in central Bristol or rural North Somerset, the fee is the same.

Larger schemes and multi-plot developments are priced per dwelling on a sliding scale. Commercial new builds requiring SBEM are quoted separately. There are no hidden fees — the quoted price includes the SAP report, BRUKL, Predicted Energy Assessment, and lodged EPC.

Standard turnaround on a Design Stage SAP is 3-5 working days from receipt of drawings and specifications. As-Built SAPs and EPCs are issued within the same window once the air test result and final specification confirmations are received.

Urgent turnarounds are available on request — call 01386 365145 to discuss timing on a specific project.

Often, yes. Bristol's Climate Emergency commitments and One City Plan often require Design Stage SAP at planning — particularly for major residential schemes or any application with sustainability conditions.

B&NES, South Glos and North Somerset have similar requirements for major schemes. We can prepare both the SAP and the supporting energy statement to meet local validation requirements in one go.

If the Dwelling Emissions Rate (DER) is higher than the Target Emissions Rate (TER), we identify the lowest-cost specification changes that bring the dwelling into compliance — typically improvements to fabric U-values, glazing performance, air permeability, or heating system efficiency.

We model multiple options so you can choose the route that best fits your project budget and buildability. We never just hand back a fail — we hand back a fail with a route to a pass.

Yes. We deliver SAP calculations and EPCs across Bristol City Council, Bath & North East Somerset, South Gloucestershire and North Somerset, plus the wider Somerset Council areas (Taunton, Bridgwater, Yeovil and beyond).

As SAP is desk-based, location does not affect turnaround or fee. Same delivery for a self-build in Clifton, a 50-plot scheme in Yate, or a coastal development in Portishead.

Yes. In addition to SAP and EPCs we cover air tightness testing, ventilation testing, U-value calculations, PSI-value calculations, overheating (Part O) assessments, water usage (Part G), and energy statements.

For larger schemes we can package the full Part L compliance scope and coordinate it as one programme — reducing admin overhead and keeping all the inputs aligned across documents.

Yes, we understand the additional sensitivities that come with the Bath World Heritage Site, conservation areas, and listed building settings. Heritage windows can be specified within SAP at appropriate U-values; we work with your conservation officer to find a SAP-compliant route that respects the architectural constraints.

Slim-profile glazing, internal wall insulation, and concealed renewable systems can all be modelled. Where retrofits are constrained, we can also help structure the energy strategy to demonstrate best-achievable performance to the planning officer.
